Here's a better shot of my fountain at the hospital,showing the flow down the side of the cylinder. The surface is polished which causes the curios effect of surface tension. The water is flowing evenly all way round the cylindrical base but does not come off the surface of the stainless steel. In effect the water ADHERES to the surface and creates subtle wave patterns as it descends. At first it seems a trick of the eye and your first impulse is to TOUCH the water breaking the flow because it's damn hard to see that it's moving...
I plan to exploit this effect in more fountains in the future..
